Towards Destination Stewardship: Scenarios and a Governance Diagnostics Framework

Together with the World Travel & Tourism Council and the Travel Foundation, ETFI developed four scenarios for destination stewardship and a governance diagnostics framework that helps destinations put stewardship into practice.
Project duration: 2020 – 2021
The challenge
Destinations increasingly want to balance the needs of visitors, businesses, residents and nature. This approach, known as destination stewardship, depends on governance that is participatory and has the support of the community.
Achieving it requires close collaboration between the public sector, the private sector and communities, and in practice, that level of collaboration is hard to reach.
Our approach
In a scenario planning session, the project team developed four scenarios for destination stewardship, based on different levels of engagement from the public and private sectors. These scenarios were then tested and refined in several workshops with a wide range of international experts. The team consisted of Bernadett Papp and Stefan Hartman (ETFI), Christopher Imbsen (WTTC) and Ben Lynam (Travel Foundation).
The impact
The project resulted in four scenarios for destination stewardship and a Governance Diagnostics Framework that helps destinations assess where they stand and what is needed to strengthen collaboration. Both were published by WTTC in its report Towards Destination Stewardship, making them available to destinations worldwide.
