Smart Growth of Tourism in Fryslân
The Province of Fryslân has made smart growth a guiding principle of its policy for the hospitality economy. This project made the concept clearer and more tangible, drawing on international and national examples.

The challenge
Smart growth is a way to rethink the development of tourism and recreation so that it contributes to Fryslân’s challenges around liveability and sustainability. The term plays a central role in the Province’s recent policy, including Gastvrij Fryslân 2028.
Yet what smart growth means in practice, and how to strengthen the policy with inspiring examples, was not yet clear.
Our approach
ETFI carried out a quick scan, mapping the frameworks, perspectives, places, projects, networks and people around the world working on smart growth. Input came from a working session with international tourism experts at NHL Stenden. The findings were discussed several times with the Province’s smart growth team and presented in a brainstorm session in September 2023.
The impact
The project resulted in a report with a comprehensive overview and recommendations for applying smart growth in Fryslân. Stefan Hartman presented the results in the Province’s Smart Growth Think Tank, which further developed the concept into a leaflet and an in-depth document for Frisian policy.
